People have different views about whether human beings are entitled to use as much fresh water as they want. As far as I am concerned, every individual should realize water crisis and save water. As to the government, some

effective measures should be taken.

There are several reasons why it could be argued that people can utilize as much fresh water as they want to their advantage. First and foremost, in theory, as long as the water resource is paid for, the buyer should have the right to dispose the purchase freely. What’s more, it is also difficult to regulate how much water a person should use, and for what purpose, and to control the amount of water people would use.

On the other hand, it is understandable if some people believe that water consumption should be controlled by the government. In order to meet the great demand for water, people exploit water resource in various ways. Water supply sources are being stretched to their limits. Furthermore, in some developing countries some private factories make use of water resource low-efficiently and make much pollution. Irrigated agriculture also contributes

to water scarcity. It takes about 1,000 tons of water to grow one ton of grain and 2,000 tons to grow one ton of rice. As a result, many people believe the government should control the use of fresh water as it is limited resources.

In conclusion, it seems to me that the right to use fresh water ought to be guaranteed and the public awareness of saving water should also be heightened. Besides, the government can figure out several other effective

remedies to improve the situation, including erecting modern irrigation systems and increasing the number of sewage water recycling plants. Building more dams can also be an effective solution.
